The Shell Dock is an undeveloped boat ramp on Hwy 181 access road in Portland.  It is a shell area with a natural steep slope that works well to launch boats.  A small parking area was developed by the contractor that created the marsh restoration area in Nueces Bay that is immediately west of the launch area.  A channel was dredge to access the channels around the marsh area.  For further navigation to other areas of Nueces Bay, shallow draft boats may be required. 

There are current plans by the City of Porland to fully develop the area with a paved ramp and parking.  According to reports, the ramp will include two L-shaped timber walkways, a parking lot, picnic tables, lighting, a covered fish-cleaning station and a three-sided timber privacy screen to obscure the view of portable toilets from view of the adjacent roadway.

The city has approved renaming the area The Chris Andrews Boating Center after a donation from the family from a deceased 1971 Gregory-Portland High School graduate who loved fishing was made to the help the project.
